Preheat oven to 325ºF. In medium bowl combine flour and salt. Cut in Crisco to form coarse crumbs. Ease dough into 9 x 2-inch pan. Press excess up around edges of pan to form 1-inch rim. Bake at 325ºF for 10 minutes. Set aside.
For filling, in large bowl blend eggs, evaporated milk, flour, Worcestershire sauce, salt and garlic powder. Stir in shrimp, cheese, carrot and onion. Pour into partially-baked pastry.
